>> we are out of time, but as always, we had a great show, everyone. we love you, america. ♪ ♪ ♪ >> welcome to "watters world." i am jesse watters. a conversation about race. that is tonight's show, "watters' world." if you say the wrong thing, if you don't say the right thing, you get in trouble for saying nothing at all. 100% of the country is sickened by how george floyd was killed. yet the officer was charged, his fellow officers were charged, we are doing police reform, and the mobs had burn things down anyway. democrats destroying their own neighborhood and are blaming racism. >> what is to be gained?

we start in one split second to think the burning and looting doesn't help you in any way. jesse: that was morgan freeman from 2015 after rioting destroyed baltimore. and why is that so hard to say? the looting and the violence is ignored or excused. the average american says no, that is not okay. and they become the bad guys and it is because of systemic racism. the people destroying the city are just trying to make the impression heard. do you really believe that millions of americans are but dems? who are not responsible for the choices that they make and they cannot shape their own destiny enact.

i'm talking about generic police interaction. i was raised to respect authority. especially if they have a badge and a gun. if you give respect, you get respect. i understand if you feel like you are being targeted or harass. he later said if you want to fight them, fight them in court. and this is not even about race. this is anyone who gets pulled over. polite and respect for cooperation goes a long way. denzel washington says that family plays a bigger role than the system. >> it starts in the house and it starts in the home. yet where was his father? you know? i did talk about my closest friends, and they did not always have parents that were together. i always had a father, i had a father that was a good gentle

man and a good example. you can blame the system if you want, but they did not lock any of us at seven ursula. jesse: honestly some people have more to overcome than others. how we confront those challenges help to shape who we are. everyone has a different story to tell. some have never seen racism at all. >> god knows that i have been nothing but lest. i have had the 33 years, they have been nothing but a blessing. never is a strong word, but i have never dealt with racism. >> never dealt with racism. interesting. see, everyone has a different story to tell. black americans don't always think alike, just like all white americans don't always think alike. race, family and police are interpreted are currently depending on a person's background. it is worth showing again.

70% of black americans like their local police department. the same for most americans. it surprises you because the media and the democrats paint a different picture. and one of the reasons i am playing clips from african-american celebrities, is because black and white americans have more in common than the media tells us. but it's difficult to talk about race in this hysterical environment. people want to shoot the messenger, especially if they are on fox or not a person of color or having her bed, if they are not a democrat heaven for b. they say that we need to have a national conversation about race. but they don't really want a conversation. they do not want to hear from you at all, actually. they would just want you to submit and do what they want. you are only allowed listen. people are on pins and needles. the people getting canceled left

and right. the left tries to keep you off balance and they play by different rules. first we are not different, then we celebrate differences, but only certain people can celebrate differences. democrats are dressing up in traditional tribal garb, honoring george floyd by taking the need for 10 minutes. well-intentioned, i guess, but i saw this and i said, are you serious enact democrats spent the last decade telling people not to dress in the clothing of other cultures. but it is a fireable offense. people have been canceled for doing what democrats are doing. the media who led the charge against him barely said a word about it. imagine if mitch mcconnell had worn out. the cloth itself originated in west africa. some people were not happy about

used as a weapon to gain conservatives power over conservatives. they throw in a symbolic gesture, but is there any real progress? what is going to happen when the name of george floyd fades from the news? neighborhoods and businesses have been burnt to a crisp. minneapolis looks like a war zone. is that progress? are they going to get a few conservatives fire, tear down some statues, commander vote and then back to business as usual? this week, the line of attack is police are the bad guys. the nypd had 700 of the men and women injured from the so-called peaceful protesters. and they have had enough. >> start stop treating us like animals and dogs and start treating us with some respect. that is what we are here today to say to you. we have been left out of the conversation.

we have been vilified. it is disgusting. it is disgusting. we are embarrassed of this recession, the 300 million interactions. overwhelmingly positive. the legislators abandon them. the press is vilifying them. well, you know what? i am proud to be a cop. and i am going to be proud to be a cop until i retire. jesse: we should be thanking the police and not ridiculing them. who do you call when your baby stops breathing, when your dad has a heart attack, when your house is robbed, when you are raped, when your purse is stolen, when a creep solicits your daughter online, when there is a massive car wreck? you call 911, and the police on the scene like that. the latest virtual signal is hopping aboard the defund the police movement.

[inaudible] but we need to completely dismantle the minneapolis police department. jesse: these people want to send social workers instead of police workers. who is going to disarm the drunk and put them in handcuffs? liberals have a lot of dumb ideas, but this might be the

dumbest. the phone the police is so ridiculous that even joe biden does not buy into it. but joe and his buddies are struggling because of strong intercity police departments are the key to democrat and their grip on power. the pandemic is already causing wealthier people lose, but the rioting and the looting accelerated it. defunding the police would be the last straw. when businesses and well-off people are fleeing the cities, it sends the commercial and residential real estate prices down. the tax revenue on the properties drop, along with the income and sales tax revenue. liberal mayors face a budget shortage and they lay off municipal union workers. then the union dues get debt. donations to democrats deb. and the industry in real estate people leave the city, they don't have to grace the team anymore. and there are no more

shakedowns. sports franchises and restaurants in the city will have to/the prices, creating a downward domino effect. finance and industry can work remotely in the suburbs, in red areas, quality of life and lower taxes. this is boosting the power of red districts on the state level, and democrats as bargaining power. cities in the political power centers and strong police forces are the only thing holding them together. so the democrats are in a tough spot. the status quo works for them. but they cannot admit it. so here are "watters' world" ideas for police reform. number one. defund the traffic police. these traffic cops that walk around the city giving tickets,/that in half. it will go a long way in repairing the relationship with the community. the constant stream of parking tickets is too much.

and it while you are at it, stop the police as a collection agency. when will mayors balance budgets so they will stick their police forces on august americans driving around. stop pulling everyone over handing out tickets and fines for nickel and dime traffic infractions, and state troopers need to relax with a speeding tickets. you should not be ticketed if you're going 85. that is the flow of the road. politicians that these speed limits decades ago when cars were tin cans with wheels. these cards can handle higher speeds today. enough with the speed traps. and number two, double the manpower of internal affairs. many at the station no who the bad apple is. they hear who the bad apple is and they see it. so give them the power to root it out. and number three, mandatory body cameras. forget the costs, they pay for

themselves in the long run. and number four, you cannot lift unity from police entirely has lawyers would make a fortune suing cops all day long and it would be chaos. they will not be able to police properly. why should the cops be sued, but the mayor cannot be remapped it's not fair. what we can do is use union contracts up for renewal, currently they are allowed to appoint an arbitrator to decide disciplinary action. they stack the deck. now, it it makes the arbitrator independent. you will get a more fair system of accountability. try for the teachers union as well. so most of us agree on what the issues are and what needs to be done. but we cannot move forward if we are afraid to talk about it. the mobs are intimidating and not with risk for most of this. that is what the mob wants. the mom wants you to live in fear and silence so that they can seize power when you're too scared to say anything. i support the police. i want all americans treated

fairly and equally under the law. nobody is above the law or below it. and respect goes both ways. i love our freedoms and our flags. i am not ashamed of our country. we fight fix our flaws, we fight to be free in our own land. the land of opportunity. so how is that for an honest conversation about race and policing? >> here with reaction, the former new york city mayor and personal attorney to president trump, rudy giuliani. america's mayor, you have seen a lot of things in your illustrious career. what the heck is happening in this country right now? >> well, i have never seen this. it is one thing after another they use say that you never thought you would see in america from the idea of dismantling police departments to autonomous zones in which the laws of the

states in the and the cities in the united states of america are not enforced. i mean, it is a small area, but in fact, technically, that is insurrection. you cannot take over areas of the country and appropriate them to yourself. >> you go from seattle, you saw what happened with the nypd, you saw what happened here in miami. you have people smashing the squad cars with skateboards, trying to start trouble with the law enforcement. it really draws a stark contrast between liberal precincts are governed and how red precincts are governed. this was not happening in red states. the pandemic was mishandled and a lot of these states, the riots were mishandled now, and you are really seeing how the liberal government is playing out, if you just let everything run wild. >> you know, jesse, that is not

an exaggeration. the worst riots, the most destruction, the least effective law enforcement and the most people killed and injured, everything comes back to how they are governed by democrats who like to consider themselves progressives. i think that they are regresses, because they are using old methods that have failed, or you are seeing this further way out, the socialist group that wants to appear to secede from some parts of the country. this is very, very dangerous, it cannot be allowed. the american people have to really note is as we come up to this election. for the good of this country. this is a time that the democrats should take a bad, bad beating. so they go back and won their party and get back to a party we have an agreement on fundamental principles. one of those would be you cannot have an autonomous zone within the united states. we fought the civil war because

we were one union. i'm not saying this is a civil war, but it's a minor version of it. i believe you stop things right away. you don't let this progress beyond where it is right now. just like you never should have let the riots progress beyond the first stone thrown. jesse: it is like the broken windows policy that you instituted in new york city. you do not put up with a small stuff, because if you let the small things go, they will try for the big stuff. once they get away with that, all hell is going to break loose. it honestly looks like the tail is wagging the dog. the democratic party is self radicalized, they are taking cues from the insane people, and they have no control on their town. it's a shame to watch. and then the president gets hit for trying to lend a hand to

jesse: a big scene in seattle this week. seattle police department basically surrendered after violent protesting. they loaded evidence boxes and computers into trucks and they were treated. they were ordered to do so by

jenny durkin. surrendering control of six city blocks to antifa, black lives matter and other radical hippies. i mean, they formed this autonomous zone and police are not allowed in it. they put sensors up to create a border, pretty ironic, and a few armed guys are patrolling and shaking down store owners for protection. you know, they basically seceded from the city of seattle in all this new territory a new name. they have a bunch of ridiculous demand like free college. the astonishing part is that in the mayor, mayor, jenny durkin, doesn't even seem to care. when she was asked about control of her own city, she says she has no idea. >> how long do you think seattle will look like this enact?

i don't know, we could have a summer of love. >> tell that to the police who were supposed to be in the precinct. jesse: joining me now who has been there, caleb heimlich. okay, all right, so when you got there, caleb, how different was it from how it is being described from the liberal media is a utopia. >> okay, it's very surreal, it is a little bit like the liberal media are treating it as, drying, arts and crafts, lots of drugs, i was only there for about one hour, about a dozen police officers attempted to walk past the barricade in formation to get to their precinct where they work and about 100 protesters walked over to that side, they picked up

defenses and the barricades and physically pushed the police back. so it is a very surreal environment where the mayor and the governor want to act like this is peaceful. but they are ignoring the fact that this precinct has been abandoned since sunday. this is five days later. the chief of police in seattle says call in that area, responding to things like murder and rape have tripled, it takes 18 minutes for a police unit to respond instead of five minutes because they don't have officers working out of this precinct. well, the mayor and the governor want to talk about this, like it's all fun and games, this is having really negative impact on the surrounding community. >> it's like children governing children out there. could you imagine if it is a tea party the took over six city

by not joining me now is our senior fellow from the hoover center, victor davis hanson. this just looks like it's on our connection to history, to the founding, to the founding principles. it looks like they just want to disconnect everything we have so that they can wipe the slate clean and rebuild america in their own socialist image. how are you seeing this? >> welcome well, i think it's no longer a political revolution or demonstration. it is now 360, 24/7 cultural revolution. that is different than a political revolution. they want to encompass every aspect of your life. the cartoons, the movies, the french revolution renamed the months of the year, extending the work week to 10 days. the chinese revolution made people wear dunce caps and they be people.

jesse: it has been a tough quarter for the president, no doubt about that. historic economic lockdown, racial rioting, a partisan impeachment, all in an election-year with nasty media coverage. the democrats are pointing to polls to say that the strategy is working. but the election is months away and the pandemic, recession and racial unrest will continue to fade. president trump will restart the rally as things get back to normal, joe biden will begin a traditional campaign, leading to more exposure and moments like

this. >> you know, the rapidly rising -- you know -- and with -- you know, and i don't know. jesse: joining me now is chris wallace, maker of fox news sunday and author of "countdown 1945". how are things shaping up in your opinion, and how are we almost to the july 4 weekend, the polls are a little bit all over the place, joe biden seems to be doing okay, hanging out in the basement. what can change the race, in your opinion, in the next few weeks? >> oh, everything can change the race. you know, you talked earlier about impeachment, and most people forget that that happened. when it was happening in february, that will be the big story. things happen. and we consume it with such velocity. i think that clearly the

coronavirus and the economic impact is going to stick around. and i think that the president will certainly be judged on how well looking in october and november he thinks he is handling things, whether things are improving or not. but the importance of these last couple of weeks has less to do with specifics on policing than the question of unity, and whether people feel that when there was all this chaos going on, whether they were happy with the way the president performed it or not, you put your finger on another big thing, joe biden's performance. because he is very shaky. there's no question about on the campaign trail. you know, at some point he's going to have to get out of the basement and go campaign. i would think certainly by the democratic convention in august. and it's always interesting when he gets in front of a microphone

jesse: that is why i think the debates are going to be critical. no notes, no prompter, man on man. and so you wrote this new book. it's very interesting. a few of the things he learned about president harry truman. he had no idea about the fact that they were developing the atom bomb. and he reported his decision-making process when deploying it. can you tell us about that? >> yes, i was very impressed by his decision-making process. first of all he was meticulous. he went over it again and again. this wasn't about dropping a bomb or not dropping a bomb, it was dropping the bomb in days. one of the things i did not realize until i started my research for the book is that invading japan would've been an even bloodier than the decision to drop the bomb. the estimate would the war would continue through another year and a half. there would be a half-million american casualties and a million japanese casualties.

relationship with jeffrey epstein he would call him on the phone, he visited the white house, they had a closer relationship than what they would have you believe, the clintons have denied through a spokesman the allegations, but we are very confident in this source. >> they say that it's a lie, it will forever be a lie, but what is interesting is what you have down because maxwell is no grossed out. she has been tied to and she has been allegedly participating. multiple women have talked about this, of her being involved and i don't know that it makes it rather than better or not or

allegedly involved with someone that is this critical to this sex trafficking. it did did deep into the mysteries surrounding his death, inside the prison, inside manhattan, nothing was protocol from the way that they moved, the crime scene, the way they found the body, to things that happened with the emts involved, and i guess, crackhead, jailhouse, it may bit shared a cell, destroyed or a missing case, what are your instincts better? >> well, i am not a conspiratorial guy, i went into thinking that he had committed suicide, everything like that, but the more that i learned, i came to believe that he was more than likely, it seemed to me,

murdered. and every single detail went awry and strange, including the physical evidence, the injury that he himself had suffered were more consistent according to an independent graphologist, more consistent with strangulation than a self-inflicted suicide. but to me, the most striking detail, i believe, is that the more people we talked to, the closer they were to jeffrey epstein, the more they believed he was murdered. and you do not see that with a lot of conspiracy earrings. it's not like you said well, we didn't land on the moon and the whole thing is made up. this is not consistent with a conspiracy theory. but it isn't a case of jeffrey epstein. and we talked about this extensively. one guy, and he laid out the whole legal thing. that jeffrey was very much
